Deadlock in initial Pak-India talks

SHARM EL SHEIKH: Talks between foreign secretaries of Pakistan and India held in the Egyptian resort town on Tuesday night failed to make any progress on the issue of resumption of composite dialogue. Now observers here are pinning hopes on the prime ministers of the two countries to achieve a breakthrough in their meeting on Thursday. The secretaries’ talks which concluded late on Tuesday night made little progress in terms of reaching an agreement on resumption of the stalled dialogue or on a joint statement for the prime ministers’ meeting — the main yardsticks of the success or otherwise of the discussion held at the highest diplomatic level on the sidelines of the NAM summit. The talks were important only not for future engagement between the two countries, but also for setting the baseline for the meeting between Prime Minister Manmohan Singh and Prime Minister Yousuf Raza Gilani. At the start of the talks there were some positive signs but these did not yield a concrete outcome after 90 minutes of intense discussions. The prospects of any success at the talks were undermined by mixed signals from Islamabad about the appeal filed in the apex court against the release of Jamaatud Dawa chief Hafiz Saeed. Critical of Islamabad’s position on the issue, India adopted a hard line and asked Pakistan to extradite the persons wanted by it, prosecute the Mumbai attack accused and end the corss-LoC movements. There were clear indications that without Pakistan yielding to the Indian position there could be no revival of the structured talks. The Pakistani side, which besides Foreign Secretary Salman Bashir included Pakistan’s High Commissioner in New Delhi Shahid Malik and Director-General South Asia at the Foreign Office Afrasiyab Hashmi, asserted that without India agreeing to resumption of the dialogue which it suspended in the aftermath of Mumbai terrorist attack, Pakistan wouldn’t agree to joint statement by the two prime ministers after their Thursday meeting. Pakistan also proposed a ‘trajectory of meetings’ for further engagement, including another meeting of the leadership of both countries on the sidelines of UN General Assembly session, convening of the Joint Anti-Terrorism Mechanism meeting and a meeting of the interior ministers. However, because of the deadlock over resumption of Composite Dialogue not much could be achieved on these issues. The Pakistani officials reiterated that Islamabad required full cooperation from New Delhi for dealing with terrorism. They asked India to acknowledge that Pakistan had done a lot for eliminating terrorism which, sources said, Indian Foreign Secretary Shiv Shankar Menon grudgingly did. Pakistan also took up the matter of Indian involvement in subversive activities on its soil and also asked about progress in the Samjhota Express blast probe. Despite the deadlock at the talks, the Pakistani side still appeared to be optimistic and encouraged by the fact that some sort of an engagement was continuing. ‘It is important that the foreign secretaries have met and engagement of the political leadership is taking place,’ Foreign Secretary Salman Bashir told media after the talks. However, he cautioned that prolonged suspension of peace talks was not in the interest of either country.

UN Benazir commission on first Pakistan visit

ISLAMABAD: The UN commission probing the assassination of former premier Benazir Bhutto began Thursday its first working visit to Islamabad, the United Nations said. Bhutto, the first woman to become prime minister of a Muslim country, was killed in late December 2007 in a gun and suicide attack after addressing an election rally in Rawalpindi. The three-member UN panel has a six-month mandate from July 1, but faces scepticism that its inquiry will lead to convictions by Pakistani authorities. Headed by the Chilean ambassador to the United Nations, Heraldo Munoz, it includes an Indonesian ex-attorney general and an Irish former police official. During the visit, they are scheduled to meet President Asif Ali Zardari and other senior officials. Supported by experienced staff based in Pakistan, the commission will submit a report to UN Secretary General Ban Ki-moon by end-December. The report will be shared with the Pakistani government and the UN Security Council. The United Nations says the panel will inquire into the facts and circumstances of the assassination, but stresses that any criminal investigation is Pakistan's responsibility. ‘The staff, working under direction of the commissioners, will gather information, collate relevant material and conduct interviews,’ said a UN statement released on Thursday. The Zardari government called for a UN inquiry after the Pakistan People’s Party (PPP) won a general election two months after her death, with her supporters angered by conflicting accounts of how she died and who was responsible. They cast doubt on a Pakistani probe into her death, criticised authorities for hosing down the scene of the attack within minutes — allegedly destroying evidence — and questioning whether she was killed by a gunshot or the blast. Then president Pervez Musharraf and the US Central Intelligence Agency blamed Baitullah Mehsud, an Al-Qaeda-linked warlord based in Pakistan's tribal region for masterminding the killing. Bhutto, the first of whose two stints as prime minister began in 1988, wrote in her autobiography of warnings that four suicide squads — including one sent by Mehsud and another by a son of Osama bin Laden — were after her. She also repeatedly accused a cabal of senior Pakistani intelligence and government officials of plotting to kill her, notably in an attack that killed 139 people in Karachi on October 18, 2007 when she returned from exile. Munoz, the head of the UN commission, is joined on the panel by Indonesia's Marzuki Darusman and Ireland's Peter Fitzgerald. — AFP

Pakistan promises to catch India attackers

SHARM EL-SHEIK, Egypt — Pakistan promised India on Thursday that it will do everything in its power to bring the Mumbai terror attackers to justice, a key demand by New Delhi to improve relations. The prime ministers of the two nuclear powers also agreed that action on terrorism should not be linked to their peace talks, the joint statement said, something that has been asked for by Islamabad. Indian Prime Minister Manmohan Singh and his Pakistani counterpart Yusuf Gilani met on the sidelines of the Non-Aligned Summit in Sharm el-Sheik, in a much anticipated meeting that comes after a seven-month freeze in dialogue due to an attack by Pakistani gunmen on India's financial capital of Mumbai that killed 166 people. "Prime Minister Singh reiterated the need to bring the perpetrators of the Mumbai attacks to justice. Prime Minister Gilani assured that Pakistan will do everything in their power in this regard," said the statement. The two prime ministers agreed to cooperate on the investigation into the incident, with India maintains was planned and launched from Pakistan. "Pakistan has provided an updated status dossier on the investigations of the Mumbai attacks and (the prime minister) has sought additional information and evidence," the statement said. The leaders also agreed that they would "share real time, credible and actionable information on any future terrorist threat." In move of great importance to Pakistan, the two leaders also agreed to delink their wider talks on issues such as water, demilitarization and the dispute territory of Kashmir from the discussions over terrorism. India previously had been unwilling to continue the composite talks until its concerns over Pakistan response to terrorism had been addressed. "The most important thing is that what we were hoping, for that there should be constructive engagement, (happened)," said Pakistani minister of state for foreign affairs, Nawabzada Malik Amad Khan. "They decided in the future there will be constant engagement and that will help us break the deadlock," he told The Associated Press. In India, meanwhile, Lalit Mansingh, the former foreign secretary, described the meeting as a step forward and welcomed Pakistan's commitment to go after the attacks, nothing that they are scheduled to try five suspects for plotting the attacks. "These are steps forward. If there is actually a trial and we see that it is proper trial I think it would restore (India's) confidence in Pakistan," he told India's NDTV network. "The prime minister is giving flexibility to Pakistan and Pakistan will be tested on that." Earlier this month India reacted with anger when a Pakistani court ordered the release of Hafiz Mohammed Saeed, the founder of the group India blames for the Mumbai siege. India and Pakistan have been adversaries for decades. They have fought three wars, two over the disputed territory of Kashmir, since gaining independence from Britain in 1947. In 2001, a suicide attack on the Indian Parliament pushed them to the brink of war again, but tensions eventually subsided. They began formal peace talks in 2004, but they were put on hold after the Mumbai attacks. India has accused Pakistani authorities of supporting militants fighting in Kashmir. India, the U.S. and other nations have urged Pakistan to do more to curb Islamic militant groups.
